Ludhiana Bypoll: A Litmus Test for Punjab’s Political Landscape Ahead of 2027 Elections

What might appear to be a routine by-election has, in reality, become a crucial electoral test for all major political parties. The outcome, set to be declared on June 23, is expected to offer key insights into voter sentiment leading up to the 2027 Punjab Assembly elections.

Why This Bypoll Matters

The seat fell vacant following the death of Aam Aadmi Party (AAP) MLA Gurpreet Singh Gogi earlier this year. However, what has turned this bypoll into a high-stakes political showdown is its timing, demographics, and context. Situated in a Hindu-dominated urban constituency, Ludhiana (West) has now become a political battleground that reflects broader state-level dynamics.

AAP: A Test of Governance and Popularity

For the ruling Aam Aadmi Party, the stakes couldn’t be higher. The bypoll is being seen as a referendum on the party’s governance since coming to power in 2022. In anticipation of this, AAP launched its campaign early and fielded Rajya Sabha MP Sanjeev Arora as its candidate.

The party has faced both praise and criticism over its handling of farmers’ protests, particularly the crackdown and eviction of protesters earlier this year. While this move was viewed as alienating rural voters, it was also interpreted as an effort to regain the trust of urban traders and industrialists, many of whom were affected by road blockades during the protests.

In the lead-up to the bypoll, Chief Minister Bhagwant Mann and AAP national convenor Arvind Kejriwal have made repeated visits to Ludhiana, launching development schemes and interacting with diverse voter groups.

Congress: Rebuilding Amid Internal Discord

The Congress, currently the principal opposition in Punjab, is also under the microscope. The party is grappling with internal infighting and leadership challenges, but hopes to turn the tide with Bharat Bhushan Ashu, a former cabinet minister known for his aggressive campaigning.

This election is especially critical for Punjab Congress chief Amrinder Singh Raja Warring, who is also the sitting MP from Ludhiana. A win here would reinforce his leadership, while a defeat could exacerbate factional divides within the party.

SAD: Fighting for Political Survival

For the once-dominant Shiromani Akali Dal (SAD), this bypoll is nothing short of an existential moment. Having skipped the last four Assembly by-elections and suffered a dramatic decline in 2022 — when it won only three seats — SAD is desperate to regain lost ground.

Party president Sukhbir Singh Badal, recently reinstated after stepping down under pressure, has much riding on the performance of Paropkar Singh Ghumman, the party’s candidate in Ludhiana. While this isn’t traditionally an Akali stronghold, a respectable showing could help revive the party’s political fortunes.

BJP: Searching for Relevance in Punjab

The Bharatiya Janata Party (BJP), which once shared power in Punjab as a junior ally of SAD, is now contesting alone — and struggling. The party failed to win any Lok Sabha seats in Punjab during the 2024 General Election and has lost all seven bypolls it has contested in the state over the past three years.

As of now, the BJP has not yet announced its candidate for Ludhiana (West), but the party is keen to make inroads among urban Hindu voters — its traditional support base — especially in the aftermath of its split from the SAD.

June 19: More Than Just a Bypoll

This by-election may involve a single constituency, but its implications extend far beyond Ludhiana. It offers a preview of the narratives, alliances, and public mood that will shape the 2027 Assembly elections.

Will AAP retain its urban hold? Can the Congress reclaim relevance? Will SAD re-emerge or will the BJP finally find a footing in Punjab? All eyes are now on Ludhiana — the outcome here could very well set the tone for Punjab’s political future.
